Public-Private Collaboration

The State of Gujarat, known for its spirit of Enterprise, has been in the forefront of entrepreneurship, even in the days when the economy was being controlled. This inborn spirit of Enterprise had powered industrialization of Gujarat making the leader in the manufacture and distribution of chemicals and dyestuff, gems and jewellery. What is more significant is that Gujarat industry is dominated by small and medium enterprises.

The state has also emerged as the nation’s petrochemical state with world’s two largest refineries in the private sector in addition to refineries in the public sector. It is also a dominant player in the production of petrochemicals.

Gujarat is now on the threshold of entering a new era of economic and industrial growth consequent to the opening of a window of new business opportunities in the wake of changing environment.

To take advantage of these opportunities the State has to build and sustain a reservoir of talent to establish, manage and operate business enterprises in the manufacturing as well as in a host of service sectors.

To meet the emerging situation of providing education and training in the area of international business and related areas the option before the Government Gujarat was to establish an education and training centre under its umbrella or alternatively enter into a kind of public-private partnership with any institution having a dynamic and forward looking vision and which has the distinction of carrying out path breaking initiatives in the field of education and training.

The state government decided to opt for public-private-partnership arrangement and chose the Ahmedabad Management Association, (AMA) repeatedly recognized as the foremost management association of India, as its distinguished partner to provide a regular forum of activities in international trade, education, training and research studies.

The partnership is now almost 2 years and the experiment has yielded rewarding results. There have been many new initiatives that have led to far-reaching results.

The GoG-AMA Centre for International Trade has conducted a total of 76 training Programmes with the number of participants crossing 3500 in the first year/

The important programmes which drew wide participation were: Doing business with China, Seminar on Beyond multifibre agreement, regional trade agreements and rules of origin, attracting customers at Gujarat Ports, export-import inquiry on internet, service tax, customs valuation, trade payments and letters of credit, deemed exports, globalizing agriculture, import of capital goods and techniques of sourcing to win global markets.

On August 29, 2005 the centre launched a full-fledged one-year post Graduate Diploma course in International Trade, the first of its kind venture in India.

This unique public-private partnership augurs well for Gujarat. The various programmes that have been conducted so far have drawn many participants and have proved to be immensely popular. This partnership is further expanding as the GoG-AMA Centre will be offering programmes in Industrial Estates in collaboration with respective GIDC Industry Associations.

One most outstanding feature that has been observed is that the programmes have attracted youths in the age group of 20-35. There is hope and expectation that in a period of next two to three years, Gujarat would have a new breed of youthful, dynamic and knowledge-based entrepreneurs who would be in the forefront in the business of foreign trade. In fact, it would not be wrong to say that international trade business would be the most sought-after entrepreneurial or career option in Gujarat.

GoG-AMA Centre for International Trade
PROPOSED ACTIVITIES
FOR 2006-2007

01. Education
(a) Second batch of the Post Graduate Programme in International Trade.
The programme will be redesigned taking into account the feedback. The practical training component will be offered in the middle of the year. A team of faculty members is engaged to review the programme. The new batch is expected to begin from June 2006.
(b) A weekend Diploma programme on Foreign Trade will be introduced for those who are not stationed in Ahmedabad. 20 alternate Sunday programme will be offered from April 2006. Since the programme is on Sundays, several working professionals could be invited to conduct the classes. Therefore the programme will have a mix of practical inputs and theory. Small Entrepreneurs, Businessmen and Students will find this programme useful.
(c) Distance Learning Programme: Six months Distance Learning Programme on Foreign Trade. This is meant for those students/professionals/entrepreneurs who are away from Ahmedabad and who would like to use their spare time for study. This programme will be popularized through Advertisements and other promotion. Target: 100 new registration

02. Seminars
(a) WTO Awareness Seminars covering the latest developments and Ministerial Conferences will be offered at 10 different locations.
(b) “How to Export” Awareness Seminar (Duration: 2 days) will be conducted in 10 locations.

This is a highly effective programme conducted in Gujarati for small entrepreneurs and businessmen. Organised once in two months. Duration: 13-15 days (30 hours) per programme

11. Library Service
A dedicated corner will be set-up for International Trade with browsing and internet facility. Librarian will be specially employed for this purpose. Entrepreneurs of outside Ahmedabad will be able to contact the Library through Internet. This is a unique facility which will benefit several small and medium entrepreneurs.

12. Foreign Tour
Group visit to different countries will be organized for exploring export potentials. The following visits will be planned during 2006-2007:
